In a written statement Nintendo have confirmed that their new 3DS model will be region locked as per their previous hand-held releases:
“the situation will be exactly the same as for the current family of Nintendo 3DS systems.”
Region lock-out “is a class of digital rights management preventing the use of a certain product or service, such as multimedia or a hardware device, outside of a certain region or territory”.
The new system will feature some improvements on previous models including an upgrade to the shoulder buttons, a second in-built stick, a smaller analog stick above the buttons on the right panel and these buttons have gotten a paint job too to reflect the old-school SNES controller buttons.
