While not the first LGBT character to be added to the Arrow series, the casting does mark the first openly gay African-American superhero on our TV screens. Marc Guggenheim, executive producer for the show has spoken about the addition:

We’re often asked when we’re going to add another LGBT character to the show and our version of Mr. Terrific happens to be gay for anyone that cares about that kind of stuff

For anyone not familiar Mister Terrific is a genius billionaire who becomes a superhero after he looses his wife and unborn child. His mask is not just part of a disguise and allows him to communicate instantly with specially designed T-spheres that possess multiple abilities including holographic projection, tech assimilation and projectile blasts.

Arrow will return to the CW on October 4 for a fourth season.
